We built our own homes and roads, rode horse and buggy past kiawe trees and worked to make Young St. a good place to live.Over the years, Honolulu has grown and changed.  Today, Waikiki-style commercial development threatens our old communities.Alongside stores and various businesses, many of us old people of Young St. still remain.  The houses we worked hard for are kept in good repair. A small store has been in operation for more than 40 years; the man who connected Young and Isenberg Streets still lives here: a resident-landlord for 50 years rents reasonably because \"they're friends too\"; an old woman who enjoys cooking and keeping her house and yard neat also lives here.To us, Young St. is\\thome.  It is hard to imagine being forced to move.  Unfortunately, the\\tCity's proposed Improvement District would do just that.  It would take\\tland for street widening.  High assessments would force some of us to\\tsell.The Improvement District is part\\tof the City's overall development plan for a commercial Moiliili-McCully\\tarea.  Together with a proposal for Honolulu Stadium to become a large\\tshopping center, our simple resi-dential living on Young St. would come\\tto an end.Fortunately, younger families live here too.  We old and young feel for each other since we have lived together for so long.  We are determined to work together to maintain our community and make our own decisions for the future._________________________________________________________________A meeting of 30 Young Street residents was held July 24 at St. Mary's Church to discuss the proposed Improvement District.On August 1, a follow-up meeting was held for residents with an official of the Public Works Dept.At both meetings, we strongly opposed the Improvement District for the following reasons:TOO COSTLYStreet widening, road improvements, sidewalks, curbing, and driveways would cost us much more than we can afford, (see graph)Interest rates alone would * cost us thousands of dollars over the years.The street improvements would raise the \"value\" of our property, meaning that our property taxes would rise also. For example, a 5,000 sq. ft. property would be taxed an additional $180-$200 per year.It would be impossible for the elderly members of our community who live on fixed incomes to handle such high costs. This would bring the street, cars, noise, and pollution right up to our doorsteps.Many of our lots which are already small would be reduced to unusable or unsaleable size, leaving us with land of limited value, not increased value.Some of us will lose garages which will add to the parking problem.A property owner unable to pay the assessments with savings or loans may be forced to sell the house and lot and move out. Or...Under present laws, if a property owner is not able to pay the assessment, the City can take the property and auction it off.What could we buy on today's housing market? Where would we go?FUTURE COMMERCIAL USEAn Improvement District is a way to carry out the City's General Plan. The City and County of Honolulu wants to prepare Young St. for future commercial use.With the B-2 commercial zoning, we are not allowed to rebuild homes on our lots, only commercial buildings. Eventually our homes will become too old. High assessments may force us to sell.When this happens, the City's Improvement District will have forced us out. Most of the money will have come out of our pockets.Only future commercial businesses will benefit.CARS AND TRAFFICWith on-street parking as proposed, we would be forced to pay for parking facilities which many of us would not use.More traffic from King and Beretania Streets would flow through our community.A wider repaved street would attract more \"drag racers\" and endanger our childrens' lives.SPOT FLOODINGDuring the rainy season, some areas of our community have flooding problems. These problems could be solved in the few places they occur, rather than through a huge, expensive Improvement District._________________________________________________________________RESIDENTS CHOICEShould we accept the Improvement District now before construction costs rise? Or can so-called \"progress\" be stopped?One of our alternatives is to STOP the Improvement District now, before it gets started, and at the same time PRESS for a solution to our flooding and pavement problems.Another alternative is to CHANGE the Improvement District to cost less with only the kinds of improvements we want.Or we can work to REZONE our district from commercial to one that would allow residential units.Whatever we decide, its OUR CHOICE!NEED FOR COMMUNITY ORGANIZATIONThe City Council has not created the Improvement District for Young Street yet. Now is the time for our community's voice to be heard!
