Many families will have to pay up to $12,000 or more.\\n\\n6 -- All mandatory costs of changes on private property are borne by the property owners. Waiting period is   3  to  4 years   and  increasing.     Waiting period  doubled since  1970.\\n\\nHawaii  Housing Authority,  Oct.   17,   1972\\n\\n11 -- Inflation in today's housing market  is  scary.\\n\\nInterview with realtors\\n\\nHonolulu    Advertiser,  Oct.   15,   1972\\n\\n12 -- All action relating  to improvement  districts must be   taken by the City Council.\\n\\nHawaii    Revised Statutes,  Sec.   70-111\\n\\n13 -- The 9-member City  Council  represents   638,000  people  on Oahu,   an  average of  over   70,000  people  per  council member.   Council members  usually  do not vote  against each  other's  district  affairs.     Therefore,   the vote of one person    affects  the interests  and security of  thousands  of  families.\\n\\n14 -- Coconut Grove is  one of very few fee simple  and land courted districts  left in  the  state.     Fee  simple   land  is   the most  profitable   for high-rise high-density  development.     Developers  profit by buying  cheap,   selling  dear.\\n\\n15 -- Ninety  five percent   (95%)   of Hawaii's   land  is   owned by 37 major  landowners (Legislative Reference Bureau Report     on Major Landowners   in Hawaii,   1967).
