Six years later, Salt Lake still lives! Greedy developers threw stones and rubble into her face. They cut off her fresh spring, to pollute her waters, to spoil her reputation, to justify killing her. Yet, because many people care, Salt Lake still lives! Her waters cool the neighboring communities. They sooth troubled spirits, sing of olden times, and whisper of a future: of children learning about Hawaiian water-birds, of sailing, and fishing, and exploring, of moonlight nights, and just having a lake to love..._________________________________________________________________Pg 35OOO RESIDENTS CAN CONTROL A FEW DEVELOPERS AND POLITICIANS!THE SALT LAKE COMMUNITY has waged a long struggle against developers over the fate of Hawaii's only natural lake. In  1968,  Honolulu newspapers said that Salt  Lake would be  filled in by the end of that year.  Fortunately, due to determined resistance of many residents, the doomsayers were proved wrong-Salt Lake still lives!A group of Salt Lake residents began gathering signatures  on a petition late   last year when they discovered  that land needed for park space was about to be rezoned for development.  The petition called for the preservation of Salt  Lake, acquisition of adequate recreational  lands and no rezoning of conservation  land surrounding the lake.     In spite of a short  campaign, 1,140 signatures were  collected.RESIDENTS  DENIED A VOICEThe petition was presented to Mayor Frank Fasi at a public meeting of the Lakeside Community Association last December 17 to voice community opposition to destruction of the  lake.  Fasi was later to shove the petition aside  for a \"take  it or leave it\" counter-proposal:   a 16-acre park in the  FILLED-IN LAKE. Under his plan,  International Development Co.   (IDC)  would scrape  away the hill behind Salt  Lake and the elementary school, now zoned conservation, to fill in the  lake.  The excavated area then would be  zoned  for public housing. Fasi  also stated that  if the  community didn't like the developer's  idea, he, Fasi, would \"...just  forget the whole thing.\"On March 22,  another Lakeside association meeting was held.  Mayor Fasi was expected to appear.  The association announced that only the golf course, not the park plan, was to be discussed.  Non-members  of the  association were not allowed to speak or ask questions.   Reporters were barred from the meeting.Samuel  Luke,  president of the Aliamanu Community Association  (ACA) and a Salt Lake area developer then stated that the ACA directors had previously favored saving the  lake but that they had recently voted unanimously to endorse the golf course plans.DEVELOPER REPUDIATEDBut on March 29, a registered letter from ACA to Luke expressed the association's shock at newspaper accounts of Luke's statements. ACA directors still  favored saving the  lake,  it said, and stated no such meeting as  Luke talked about had occurred.  The  letter asked Luke to publicly retract his statements.  He never did.Near the  close of the March 22 meeting, a developer's counter-petition surfaced.    Purportedly an independent effort by community people, the petition was presented by a former funding aide to IDC. In housing projects, they leave them out until pressure builds then trade off zoning goodies for small parks off in corners or hillsides.RESIDENTS CAN CONTROL A FEW DEVELOPERS AND POLITICIANSvalues via the golf course,  the developer's petition gathered only 500  signatures.     It did not mention that property values would be enhanced with a recreational park.PROPOSAL TO STATEIn April,  Salt  Lake residents, assisted by Friends of the Earth, prepared a detailed park proposal for the state.     This was  submitted to Gov. Burns  along with  a request that the state  apply for funds   for a state park which would include multiple uses  such  as  calm water recreation, hiking, picnicking, baseball and other sports.   It also would allow for the preservation of endangered Hawaiian water fowl  living on the  lake.Gov.   Burns  already had initiated a study by the Department of Planning and Economic Development to look into the  feasibility of a state park  at Salt  Lake.Burns was  to look  into charges that the  developer had acted in illegal  collusion with the Department  of Land and Natural  Resources under the previous   administration.ILLEGAL COLLUSIONThe Honolulu Star Bulletin had earlier disclosed that a State Land Use Commission  investigation team had confirmed grading,   filling and stockpiling violations  in   1966. The violations were  quickly covered up  for the  developer by Paul Tajima, then head of the State  Department of Land and Natural  Resources, anticipating that conservationist Robert Wenkam would disclose these violations  at the  1966 hearing, which he did._________________________________________________________________RESUMED  LAKE   FILLOnce the  community's  park proposal became publicly known,  the developer reacted.   New permits were quickly issued.     In  spite  of the state  study  and the  developer's professed willingness  to sell  the lake to the state  at  a \"fair price,1 efforts  to  fill  in the   lake were immediately resumed.     Almost  overnight  a peninsula that the  developer had constructed earlier was connected to the shore.     The  action cut  off about one-fourth  of the lake  from circulation which  further threatened the endangered Hawaiian water fowl habitat.Clearly,   the developer did not welcome the state park idea.On June   1,   a Lakeside  association meeting was held at Salt  Lake Elementary school.  Mayor  Fasi was present.   So were  resident  opponents of the golf course plan.MAYOR GIVES OUT IDC MATERIALA 12-page  color brochure prepared by IDC was  distributed at the meeting  and  later by the  office  of the Mayor.   It  claimed that the  developer's  plan would \"serve  the  community to the  fullest.\" But  in spite  of pictures   of smiling  children  and what  appeared to be green open space the developer's  scheme to fill in the  lake was  easily seen.     It was a slick  advertising  job designed to deceive the residents.Attempts were made  repeatedly to point  out that  a feasibility study for a state park was  in preparation and that  a vote by the  community association at that time was premature.    Nevertheless, the president  of Lakeside  associa-_________________________________________________________________Pg 6tion claimed that the state would never do anything and he pushed for a vote.KITCHEN CABINETThose present  at the meeting represented only about  10% of the  claimed association membership. By a hand vote of about 85 to 10, the Fasi tradeoff proposal was adopted.      Non-members   of LCA were not recognized.  The proposal assumed acceptance by the community of the planned private golf course in place of the  lake.   It was  clear to many residents  that  a decision of this  importance should not be made by 85 persons of a community of several thousand persons whose lives would be  affected.The Salt  Lake basin already has a large population and a heavy traffic problem.     The plan to fill in the  lake is  just  a vehicle  for IDC to build more high-rise high-profit buildings  and increase the population density in the  area. Many existing community problems will worsen.   The  lake presently serves  to cool the  already cement filled basin.   Its  destruction will result not only in esthetic  loss. Increased traffic will worsen the polluted air trapped in the   lake basin,   already a health problem for the community.THE  PAYOFFSThe owner of IDC, Clarence Ching, has been a longtime friend of both the Burns and Fasi factions of the Democratic Party. At one time, Fasi admitted that Ching had given him some $7000 in campaign contri-_________________________________________________________________RESIDENTS CONTROLbutions.   Ching was  also a top fund raiser for the Burns machine.An important branch of this political  apparatus is the City Council which controls  all urban zoning.   Council chairman George \"Scotty\" Koga owns  land near Salt Lake and has   a vested interest in its  development.  The  chairman of the powerful  Planning and Zoning Committee of the Council is George Akahane,  a director of Hawaiian Electric Co., seller of electric power and a direct beneficiary of all high-rise developments .PEOPLE HAVE BIG MAJORITYWe people of Salt  Lake should come together to save this beautiful and rare  lake which belongs to all the people of Hawaii.   Fasi, the council and state officials will be  convinced only by our strength of numbers.  We have that strength.   If we   let them do what they want,  they will only serve the developer,  Clarence Ching. Ching views Salt  Lake as  a crass commodity to be bought,   filled in and sold on the market  for a profit for himself.Today,  six years after  her death was predicted,  Salt  Lake still  lives.Let us remove her death sentence foreverMIRROR, MIRROR ON THE WALL WHOM DO YOU TRUST  LEAST OF ALL?Salesmen and politicians are the least  trusted people in America, says a recent poll.
