Ka Iwi means \"the bone\" When a group of citizens first studied the idea of a park at Queen's Beach and Makapu'u Head in 1937, they chose the name Ka Iwi because of the coastline's frontage on the Ka Iwi Channel, and because the raw, wild, volcanic landscape of the area, rising from the sea, reminded, them of the exposed bones of the earth.In October 1995, the Honolulu City Council gave preliminary approval to landowner Bishop Estate's proposal for a guaranteed twenty-year development plan involving 12 parcels in the Hawaii Kai Queen's Beach area. The plan is the major part of a proposed package-settlement agreement between the Estate and the city in which Bishop Estate and its developers will drop eight outstanding lawsuits against the City of Honolulu in exchange for the city's 20-year guarantee of 12 separate development plans.Those plans include a golf course on 312 acres at Queen's Beach between Kalanianaole Highway and Makapu'u Head; two residential developments involving 335 houses on 183 acres on two ridges overlooking Kalama Valley and Makapu'u Head; and hotel, residential and light industrial commercial development on about 50 acres on the slope of Koko Crater, mauka of the existing sewage treatment plant on Kalanianaole Highway.Five Council members (John DeSoto, Mufi Hanneman, Donna Kim, Rene Mansho and Andy Mirikitani) voted in favor of the Bishop Estate's proposed package. Many observers consider the proposed deal an unprecedented subversion of the city's land-use planning process.Also in October 1995, the State Department of Land and Natural Resources, in response to the requests of citizens and the State Legislature, released a Master Plan and draft Environmental Impact Statement for the proposed Ka Iwi Park. The land area of the proposed park encompasses about 354 acres makai of Kalanianaole Highway between Sandy Beach Park and Makapu'u Beach Park. Of that, about 316 acres are currently owned by the Bishop Estate, which has targeted the acreage for golf-course development.The Ka Iwi Park Master Plan recommends a low-impact public park whose primary goal is to \"preserve and enhance the natural, cultural, and scenic qualities of the Ka Iwi site.\" The Plan calls for the restoration of cultural sites, native vegetation, fishponds, wetlands, hiking trail improvements, and removal of the large boulders dumped behind Queen's Beach by private developers.Access to the park will be enhanced with the addition of three off-road parking areas to accommodate 130 vehicles, including short-term parking at Makapu'u Lighthouse.
