A few smaller local owners are willing to do the same (maybe so they can move to \"better communities\").\\nBUT, what will happen to the rest of us local folks who don't own land -- tenant farmers, farm workers, homesteaders, regular workers, young folks, students, retired old timers -- and some of us who own our home and lot but prefer rural Wai'anae lifestyle?\\n\\nWe make up the big majority of Wai'anae Valley residents --  So what happens to us? We can get evicted again, squeezed out like from Hawaii Kai area. Or fight back! But first, more facts...\\n_________________________________________________________________\\nIs something fishy here? SOME IMPORTANT QUESTIONS TO CHAIRMAN APO\\nWai'anae Neighborhood Board Chairman Peter Apo, Sr., received a letter from the City Department of Land Utilization dated Sept 13, 1988 asking for comments on the Wai'anae Kai Golf Course (It is three 9-hole courses).\\n\\nAlthough you had access to Hor-ita/Shinwa's book of facts on this critically important matter, Peter, why didn't you share the information with us and the community before voting on the matter?\\nSince the October meeting, we have read the fact book and letters from the Farm Bureau, State Departments of Agriculture and Health, Board of Water Supply, Wai'anae Valley Homestead Community Association and others. They express serious reservations about the project. See pages 9 and 11. Their concerns include:\\n\\nMILK\\n * A serious threat to the Mountain View Dairy with 3O workers and families and 14OO cows producing 15 percent of O'ahu's fresh milk;\\n * The danger of losing our O'ahu market to mainland competition.\\n\\nWATER CONTAMINATION -- A serious threat to our Wai'anae Valley fresh drinking water sources from golf course chemicals.\\n\\nTRAFFIC CONGESTION\\n * Heavy golf traffic will worsen already dangerous traffic on Wai'anae Valley's narrow roads passing by our elementary school!\\n\\nOUR RURAL CRISIS\\nWai'anae Sen. James Aki shocked our board at the special meeting on the Higa eviction when he suggested that Wai'anae farmers could be \"relocated to the fringes of the proposed low-income housing project in Ewa.\"\\n\\nThis came from a politician that, in 1985, created the crisis many of Hawaii's farmers face today. Aki stonewalled strong opposition to his bill allowing golf courses to be built in agricultural lands anywhere in the state!\\n\\nWe are now victims of Aki's crime. We face NINE JAPAN-OWNED GOLF COURSES proposed on Wai'anae Coast! All are urban/tourism based.\\nThe evictions predicted in the '85 senate debate have already begun!\\nMany of us now suspect that Aki, other politicians and agents, want to turn Wai'anae Coast over to millionaire Japan developers for another Waikiki or Hawai'i Kai scam.\\n\\n\"Why not?\" they say. \"You have beaches, green mountains, blue sea and open space. Just get rid of the people!\"\\nWe want to know why you didn't share information with the broad community on these and other serious impacts before any voting occurred. Yours and the two former chairmen were the only votes for\\nthe golf course!\\n\\nWe also have starving landowners and developers like E.E. Black Corp. and Horita Investment Co.\\n_________________________________________________________________\\nToday Japan investors own 80% of Waikiki's largest hotels. Their inflated yen is taking over the tourist industry, banks, government securities, land. They're bribing local groups, seducing local politicians, setting up a university here, riding rough over local culture and more.\\n\\nSelling Hawaii lands, many of Hawaii's own greedy rich are getting down with Japan billionaires. Land prices and property taxes scream out of sight. New policies threaten Hawaiian homesteads.\\n\\nTo protect their new property-owners in Paradise, the Yakuza --  Japan's para-military crime syndicate -- is moving into Hawai'i: 70 arrests here in the last five years. CBS \"60 minutes\" program did the latest media feature on the Yakuza Nov. 20, 1988: Highlights:\\n\\nJapan Yakuza is 100,000 strong, rightwing and tightly organized.\\n\"Yakuza godfather is world class. To protect corporations, \"godfather said, \"we use violent means. Our people risk their lives, assassinate politicians (and others). They must carry out orders to kill.\"\\nThe Yakuza are hired by the rich at the top. They work against the poor -- the majority in most countries, as we are in Wai'anae.\\n_________________________________________________________________\\nEXCERPTS FROM AGENCY COMMENTS\\n\\nHOMESTEADERS\\n\"...No detailed discussions were provided for us and the Wai'anae valley residents... Inform the whole homestead and Wai'anae Valley community. Only 15 (of 25) members were present to vote (12 to deny application; quorum of 13 needed) -- 3 voted to accept (present and past chairmen) ... We propose all board members be present to vote on this golf course again.\" Olive Kepa. President Wai'anae Valley Homestead Community Association. Inc.\\n\\nSTATE DEPARTMENT OF HEALTH\\n\"Groundwater at the site can be regarded as a potential source of potable (drinking) water and we, therefore, disagree with the statement that \"None of the wells are suitable for domestic uses\"...We will have to conclude that the groundwater will likely be contaminated should the construction of the golf course be approved.\"\\nBruce S. Anderson. Ph.D.\\nDeputy Director for\\nEnvironmental Health\\n\\nHAWAII FARM BUREAU FEDERATION \\n\"Insufficient justification has been given for removing over 250 acres of potentially productive agricultural lands., diversified Agriculture provides jobs as well as establishing private enterprise. ...Since the issuance of a CUP (Conditional Use Permit) will result in direct conflict between incompatible uses of Agriculture and Urban, we would recommend that there be better areas for golf course locations.\"\\nMyron Murakami. Chairman O'ahu Tri-County Farm Bureau\\n\\nBOARD OF WATER SUPPLY \\n\" ...the wells for the proposed golf course will increase pumpage from the area and could have an undetermined adverse effect on existing wells. If the golf course wells adversely affect our wells and/or private wells in the area, the golf course would have to cut back on its pumpage.\"\\nKazu Hayashida. Manager and Chief Engineer\\nBoard of Water Supply\\n\\nSTATE DEPARTMENT OF AGRICULTURE\\n\"Our primary concern regarding the subject application remains the displacement of the Mountain View Dairy by the proposed golf course, and the possible loss of its milk production to the O'ahu market. Matthew Grady's (PER) letter of July 2O, 1988, states that Mountain View Dairy \"has given assurance as to continued milk production for the O'ahu Milkshed,\" and has tentatively identified two relocation sites. However, David Wong's (Vice President, Mountain View Dairy) letter of June 30, 1988, to Mr. Grady actually states that the overriding intent of the dairy \"is that the [sales] transaction qualify as a tax-free exchange, \"failing which Mountain View \"will close the dairy operations, and sell the dairy cows to another dairy which will continue milk production.\"\\n\\nThere are problems both with the relocation of the dairy and with the sale of its herd (and production quota) to another dairy. At recent meetings with State officials and in the Dairy Industry Analysis meeting held on September 30, 1988, industry representatives have stated that previous\\n_________________________________________________________________\\nMr. John Whalen, Director Department of Land Utilization City and County of Honolulu, Honolulu, Hawaii  96813\\nDear Mr.\\n\\nI would like to submit comments at the request of Mr. Frank Brandt regarding the Waianae Kai Golf Course planned to be developed on the Wong Dairy site.\\n\\nI have myself surveyed the area residents and have received generally favorable comments regarding the plans for the golf course.\\nI would also like to mention some concerns of the residents which are being addressed by the developers.  First, there was concern about the dairy workers, who would take care of them.  The developer has agreed to work something out with the dairy workers and take care of their future well-being.\\n\\nSecondly, the concern of water in the area.  We have been advised that water for the golf course will come primarily from two non-potable water wells currently available on the property.\\n\\nThirdly, was the concern of archeological sites on the land. Again, the developer has agreed to carefully monitor development of the area with particular caution to possible sites of archeological significance.\\nIt is also my understanding that additional favorable communications have been forwarded to the developer and may be made available to you.  It is pleasing to note that there has been no unfavorable comments to date.\\n\\nGiven these concerns and responses, I feel confident that this project will be favorably accepted by the residents of the area.\\nCouncilman John DeSoto's letter supporting the Wai'anae Kai golf course.\\n_________________________________________________________________\\nA NOTE TO OUR READERS\\nIn preparing this report to you, our brothers and sisters of Wai'anae, we were struck by a glaring conflict -- a choice of values.\\nAn important dairy,  in business for 39 years, producing milk for our consumers, jobs for 30 workers and their families, with other spinoff benefits to our people, faces liquidation from Japan's investment mania in Hawai'i -- this time it's a golf company.\\n\\nOn these two pages, we have quoted very important facts from people qualified to say what will happen if the dairy is forced out of business, what may happen to our water supply under a golf course, and more.\\n\\nThe glaring conflict is shown in the comments of two of our three state legislators and our one councilman.  Rep. Peter Apo apologized to the community on Feb. 9 for having voted for Sen. Aki's notorious 1985 bill allowing golf courses in ag land without public hearings.  Apo now supports Horita and Shinwa Golf Co. in Kyoto -- without public hearings!\\nCouncilman John DeSoto's letter in support of the Japan golf course developer is printed on page 10. He says he talked with the \"area residents\" who support the golf course. Those are the 27 property owners who will get money for their holdings. But he didn't ask us 272 homestead families and about nine thousand other residents of Wai'anae Valley and town. Many of them know nothing yet of the danger to our rural lifestyle, our livelihoods and future from this golf course and the eight others planned -- all Japan-owned.
