From back of print: Gold Star in lieu of second Air Medal: Rear Admiral John D. Price, United States Navy, Commander, Fleet Air Wing Two, is shown above presenting a Gold Star in lieu of a second Air Medal to Lieutenant Herbert Melville Dowsett, Jr., United States Naval Reserve, for "meritorious achievement in the line of his profession as a patrol plane commander during the operations of U.S. Naval forces against the Marshall Islands" in December 1943 and January 1944. Concerning a night raid over the island of Taroa in Maloelan atoll, the citation read in part: "In the face of heavy anti-aircraft fire and in spite of unfavorable weather conditions, he continually harassed this enemy base for over 6 hours."
