Envelope: PHOTOS FOR USE IN "Boug: a personal history and Black Islanders"; Notes on back: "Access road from the east Bougainville coast to the Panguna mine site was a major engineering feat rising to 3500 feet over the Crown Prince Range. Cost was $1 million a mile for 13 miles, involving immense earthmoving task. Road is the first to cross the rugged central mountain spine, and permits access to the port of Kieta from the rich agricultural districts of southern Bougainville.
