MOSQUITO BREEDER: Many water filled air raid shelters now being found throughout the city are breeding mosquitoes and are an indication not only of complacency and unprepardness, but are a menace to public health, board of health officials say. Robert Mikuni, rat and messquito control inspector for the Honolulu Chamber of Commerce, is shown inspecting a caved-in shelter containing two feet of water and alive with wrigglers which soon would have hatched into mosquitoes.
