From back of print: Richard Penhallow, Honolulu Plantation Company manager, is administered oath of office as commander of the Aiea Volunteer Battalion by Lieutenant Cornel Arthrur E. Lindborg, Office of Civilian Affairs. Major General H.T. Burgin, Commander of Central Pacific Base Command, appointed Mr. Penhallow to his new post in carrying out the program of Lieutenant General Robert C. Richardson, commanding Army Forces in Pacific Ocean Areas, to increase participation of civilian organization in defense in the Hawaiian Islands.
